What we have is a process that "only" require expert review. Standard action is not needed (compared to many other IANA parameters). See https://www.rfc-editor.org/rfc/rfc6895.html#page-14 Sure, that can be hard, but...YMMV. From my point of view the hard part is not to get the RR Type registered, but used.
